[School Name] is committed to safeguarding and promoting the welfare of all children and young people and expects all staff, governors, and volunteers to share this commitment. This policy applies to the whole school community including staff, governors, volunteers, contractors, and visitors.
This policy is written in accordance with the statutory guidance Keeping Children Safe in Education 2025 (KCSIE 2025), Working Together to Safeguard Children 2026, the Children Act 1989 and 2004, the Education Act 2002, and all other relevant legislation.
This policy applies to all pupils at [School Name], including those in sixth form and any pupils who are the subject of dual registration or alternative provision placements commissioned by the school.
Under KCSIE 2025, abuse and neglect are forms of maltreatment. The four categories of abuse are:
Staff must also be aware of: child criminal exploitation (CCE), child sexual exploitation (CSE), domestic abuse, female genital mutilation (FGM), honour-based abuse, radicalisation, and peer-on-peer abuse.
Any member of staff, governor, or volunteer who has a concern about a child's welfare must report it to the DSL on the same working day. Where the concern relates to the DSL, the deputy DSL or headteacher must be informed instead.
The DSL will make a referral to [LOCAL AUTHORITY / MASH NAME] where the s.47 threshold is met. Where there is immediate danger to a child, 999 will be called first. All referrals will be confirmed in writing to MASH within one working day (KCSIE 2025, para 71).
All concerns, discussions, and decisions will be recorded using the school's safeguarding system. Records will be kept securely, separate from the child's general educational file, and transferred to the receiving school at transition — within five days of the pupil starting (KCSIE 2025, para 66).
Under KCSIE 2025, the school recognises that children can abuse other children. Peer-on-peer abuse includes but is not limited to: bullying, sexual harassment, sexual violence, sharing of nude or semi-nude images, and physical abuse. All reports of peer-on-peer abuse will be taken seriously and investigated, with the needs and safety of the victim being the primary consideration.
Staff must report any concerns about the conduct of another adult in the school, even if the concern seems minor. Low-level concerns do not meet the threshold of a LADO referral but must be reported to the headteacher (or DSL where the concern relates to the headteacher). Records of low-level concerns will be held confidentially and reviewed for patterns.
Any allegation or concern that a member of staff has behaved in a way that has harmed or may have harmed a child, possibly committed a criminal offence against a child, or behaved in a way that indicates they may pose a risk of harm to children, must be reported to the headteacher immediately. The headteacher (or chair of governors if the allegation is against the headteacher) will contact the LADO: [LADO CONTACT DETAILS] within one working day.
Under the Counter-Terrorism and Security Act 2015, the school has a duty to have due regard to the need to prevent people from being drawn into terrorism. The DSL is the lead for Prevent. Staff who have a concern about radicalisation should report it to the DSL, who may make a referral to the Channel programme.

Safeguarding information will be shared with other agencies on a need-to-know basis. The Data Protection Act 2018 and UK GDPR do not prevent the sharing of information where there is a legitimate safeguarding concern. Information will not be shared beyond those who need it.
